The landmine clearance prioritization process reflects the Royal Government's overarching commitment to policies of decentralization and deconcentration. It also allows those most affected by landmines and ERW to have their say in identifying and prioritizing areas for clearance. This process is coordinated at the Provincial level, and results are shared with the CMAA.
Provincially-appointed Mine Action Planning Unit (MAPU) staff initiate the village-up planning process, consulting with women and men of mine-affected communities, and coordinate with other stakeholders such as Commune Councils, mine clearance operators and development agencies to gather data relevant to the prioritization of different mined areas requiring clearance. Information is synthesized at commune and district levels.
Using the gathered data, a draft provincial plan is assembled and submitted for approval to the Provincial Mine Action Committees (PMAC), which are chaired by the Provincial Governor and composed of the Directors of relevant provincial line departments. The draft plan details the location of all proposed mine clearance tasks, the evidence supporting the need for their priority clearance, and information about proposed land distribution and beneficiaries. Upon PMAC authorization, this plan becomes the provincial mine action plan for the coming year.
Established in Cambodia's most mine-affected provinces, MAPUs function as secretariats to PMACs. |
