The CMAA's Socio-economic Planning and Database Units ensure that mine clearance activities are conducted in a coordinated and effective manner in accordance with Sub-Decree 70, the Socio-economic Management of Mine Clearance Operations, signed in 2004. The Sub-Decree outlines a decentralized management system for mine action in Cambodia.


A prioritization process was formalized in 2005 to transparently plan mine clearance activities. The process involves a series of participatory meetings where members of affected communities discuss and prioritize potential clearance sites. Once proposed clearance activities have been investigated and beneficiaries are clearly identified, a provincial plan is developed and signed off by the Governor and all relevant provincial departments


To further strengthen the mine clearance planning mechanism, the CMAA created both Policy Guidelines and Operational Guidelines in support of Sub-Decree 70. The Policy Guidelines clarify the roles of institutions and partners involved in clearance operations, and the Operational Guidelines describe in detail how the prioritization process should be carried out for the greatest socio-economic benefit. The guidelines are regularly reviewed and updated with input from the concerned partners.
