H.E. Dr. Ly Thuch: Cambodia Highly Values Luxembourg’s Support for Humanitarian Mine Action in Cambodia
Phnom Penh, 10 August 2026 — At the headquarters of the Cambodian Mine Action and Victim Assistance Authority (CMAA), H.E. Dr. Ly Thuch, Senior Minister and First Vice President of the CMAA, received Mr. Thomas Lammar, Chargé d’Affaires of the Embassy of Luxembourg to the Lao People’s Democratic Republic, in charge of development cooperation with the Kingdom of Cambodia, for a courtesy call and discussions on strengthening partnership and cooperation between Cambodia and Luxembourg, particularly Luxembourg’s support for humanitarian mine action in Cambodia.
During the meeting, H.E. Dr. Ly Thuch highly appreciated the longstanding friendship and excellent diplomatic relations between Cambodia and Luxembourg. He also expressed his gratitude and appreciation to the Government and people of Luxembourg for their significant contribution to supporting Cambodia’s efforts to address landmines and explosive remnants of war (ERW) through support for the “Clearing for Results” project.
H.E. Dr. Ly Thuch emphasized that Luxembourg’s support is not merely about humanitarian mine clearance. It also contributes to reducing risks and casualties, alleviating poverty, promoting socio-economic development, and improving the livelihoods of people living in areas previously affected by landmines and explosive remnants of war.
On this occasion, while highlighting the achievements made in the mine action sector over more than three decades, H.E. the Senior Minister also raised the challenges and negative impacts along the Cambodia-Thailand border resulting from the use of various types of heavy weapons by the Thai military, particularly cluster munitions, which have left a significant amount of unexploded ordnance on Cambodian territory. Addressing this issue requires urgent action by the Royal Government of Cambodia, as well as additional resources and a long-term commitment.
H.E. Dr. Ly Thuch further emphasized that, under the visionary leadership of Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, the Royal Government continues to pay close attention to the mine action sector. It has also developed the National Mine Action Policy 2026–2035, which sets clear targets for addressing explosive remnants of war and moving Cambodia toward a country free from the impact of explosive ordnance.
