MOU Signing Ceremony between the Cambodian Mine Action and Victim Assistance Authority and the Handicap International
On the morning of 19 March 2026, His Excellency Ly Thuch, First Vice President of the Cambodian Mine Action and Victim Assistance Authority, presided over the signing ceremony of the Memorandum of Understanding on partnership in victim assistance and mine action in Cambodia between the Cambodian Mine Action and Victim Assistance Authority and Handicap International. The Memorandum of Understanding was signed by H.E. Ly Panharith, Secretary-General of the Authority, and Mr. Rajib Dakua, Country Director of Humanity & Inclusion.
On this occasion, His Excellency Ly Thuch stated that Cambodia, under the leadership of Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has continued to strengthen mine clearance and the removal of explosive remnants of war, while maintaining its firm commitment to ensuring that no Cambodian citizen continues to suffer or is left behind. Through this strong determination, Cambodia has transformed from a country heavily affected by landmines into one that is internationally recognized for its remarkable progress in humanitarian mine action.
